laricil 0.30max 13v = 390mW = very unlikely probably 0.3A or 300ma which would give 3.9W nowhere near the 70Watts quoted but enough to require a heat sink for a 22C warm room. Power quoted is probably vaguely equivalent to a 40W filament bulb then almost doubled to incease sales.
