Q: What's the voltage requirement? Would this operate on a lipo 3s battery (e.g. 1300 mah)?

wolfman according to TS 100 manual 12-24 Volt are recomended. Default cutoff is at 10V which you can configure down to 9V. A 3S Lipo has a voltage range between 12.6V and 9V. Technically it could work. But fun starts between 18V and 24V because the heatup time reduces dramatically at higher Voltage. E.g.: at 24V it is 11sec and at 12V it is 45sec. Better take an 4S Lipo. Be carefull with an 6s Lipo because that is >24V fully charged so it would be on your own risk.

Q: Vtx 12€, osd 10€. So why buy this for more than 30€? only 500mw thats weak

wolfman NO! Works only for jumper t-lite. It does not have the x-lite, t-lite, tango2 pin headers, but is directly wired into the t-lite mainboard. :-( You can see that in one of the pictures. HAPPYMODEL, please make a version for taranis X-lite + X9 lite !!!
