After some measuring i was able to alocate the problem. The Resistors in the middle of the board are all 10k. Needed and as to be seen in the drawing is a combination of 10k and 20k resistors, to down step 5V to 3.3V. If it is 10k and 10k you ever will get only 2.5V at the low side. all at all it was to low voltage at the low side, so the signaling transfer was not correct. This board is not ok, because it seams differing serial from the drawings and from the needs. May be some customers electronics work with this to low voltage, not mine :-(
