This device is basically a solar-powered DC to DC converter with an adjustable voltage output. So far I have used it to charge super capacitor banks and it works very well for that. It is based on the CN3795 controller chip from Consonance Electronics. Lots of information about the chip on their website. The reference design in their datasheet is almost identical to this board.
