With plenty of sunshine, I've just tested this solar panel. Without the load, it produces about 14 volts. I then connect to a 12V DC motor while I measure the current. When I try to stop the engine, it stops at about 0.15 amperes. This means that a minimum of 12 V * 0.15 A = ~ 1.8 W. That's why I estimate low value for money, as the output is 10% of what they say.
